Planning, Building and Code Enforcement Department
Director Rosalynn Hughey oversees the Department of Planning, Building and Code Enforcement (PBCE). Assistant Director Chu Chang is also the City's Chief Building Official and oversees the department's permitting technology; coordination with the Development Services partners; and special programs.
Planning Division
The Citywide Planning function entails updates, amendments, and public input on
San José’s General Plan; the planning and public engagement process for
urban villages; the work of the
City Design Team; and development of zoning and planning policies and amendments.
The Development Review function reviews and engages the community on development proposals, and supports the
Planning Commission,
Historic Landmarks Commission,
Planning Director Hearings, and
Developers Roundtable.
Building Division
The
Building Division conducts plan reviews, issues building permits, and inspects projects for building code compliance. The division also oversees the
Permit Center and online permitting at
www.sjpermits.org.
Code Enforcement
The
Code Enforcement Division manages programs to ens
ure compliance with housing and neighborhood health, building, and zoning codes.
Development Services Permit Center
The
Development Services Permit Center offers the coordinated permit and plan review services of the
Planning Division,
Building Division,
Public Works Department, and
Fire Prevention Bureau. We also help customers with permits issued by other departments and public agencies as may be needed by specific types of projects. Learn more at
